This appears to be an upstream bug, but I am posting here anyway. Basically when downloading a new torrent, or moving an existing torrent, there should be a combobox that allows you to select previous locations, or type a new one. Right now, you can only select previous locations, but not type a new one.
It exists in other distros I have found, but I do have a patch that can be added to the transmission-remote-gtk package that fixes it for me. I am including on this bug report.
