I do not know if it is exactly the same situation here, but after a recent upgrade (early January) I noticed that my external Realtex USB 3.0 hub only gets recognised as VIA Labs USB 2.0 hub and usually does not work at all then.
usb 1-1: new high-speed USB device number 6 using xhci_hcd
usb 1-1: New USB device found, idVendor=2109, idProduct=2813, bcdDevice=90.11
usb 1-1: New USB device strings: Mfr=1, Product=2, SerialNumber=0
usb 1-1: Product: USB2.0 Hub
usb 1-1: Manufacturer: VIA Labs, Inc.
hub 1-1:1.0: USB hub found
hub 1-1:1.0: 4 ports detected
When I attach it to a USB 2.0 port, it works.
I tested with 5.13.0-22-generic and it was the same.
