I too rely on 1.38 scaling both on my work and personal Ubuntu instances. Upgrading from Ubuntu 16.04 to 18.04 has made my experience almost completely unusable. At 100%, I have to lean in close and squint to read text and with 200% everything looks ridiculously large and screen real-estate is completely compromised. This feature is of upmost importance to me. I'm considering re-installing 16.04 until there is a solution for fractional scaling in 18.04.
