Bug Description

In Ubuntu 17.10 and Ubuntu 18.04, and Ubuntu 18.10, and Ubuntu 19.04 Settings > Devices > Displays offers no means by which the user can scale his desktop larger or smaller at a given resolution.

I always like to run my desktop at the highest resolution the monitor can handle (for clarity's sake), while at the same time I use desktop scaling to enlarge everything (not just font-scaling 1990's foolishness -- Or decrease my resolution foolishness).

The Unity desktop was decently granular in this regard. It didn't just offer huge jumps in scale-size. You could scale to .50, .75, 1, 1.25, 1.35, 2, 3, etc. You should see Unity on my 4k TV . . . so big clear and awesome.

Windows 10 (not quite as good as the Unity Desktop), also offers multiple scale sizes.

Ideally, I'd even like the ability to type in a custom scale-size up to 3 decimals out. For example, I want to scale my desktop to exactly to 1.347. Its 2017! Let's give the user the ability to fine tune desktop scaling preferences right in the GUI Settings (default).

It looks like I'll be on Ubuntu 16.04 until end of life.

18.04 does not allow fractional scaling in Xorg mode.

The current state of this makes 21-27" 4K monitors close to unusable - either everything is comically large or comically small.

I'd like to second this. I don't know who decided it yank feature that is present in (a) previous versions of Ubuntu and (b) the main competitor - Windows. I am currently running 16.04 with 1.38 scaling, and neither 1x or 2x option is a good choice. Please fix ASAP!

I too rely on 1.38 scaling both on my work and personal Ubuntu instances. Upgrading from Ubuntu 16.04 to 18.04 has made my experience almost completely unusable. At 100%, I have to lean in close and squint to read text and with 200% everything looks ridiculously large and screen real-estate is completely compromised. This feature is of upmost importance to me. I'm considering re-installing 16.04 until there is a solution for fractional scaling in 18.04.

This bug makes it unusable on new Thinkpad's with hi-res display's 2560x1440

This effects me both at work and at home and the only reason I can't switch to 18.04 from 17.04

Using 3840x2160 with scaling set at 100% and gsettings set org.gnome.desktop.interface text-scaling-factor 1.5.
The desktop icons are small as hell but at least the text is readable.
