I think I see the problem. Alas, the Shotwell toolbar uses hardcoded colors, not CSS. In order to work on light and dark themes, it determines if the theme is light/dark and uses hardwired colors accordingly.
I suspect what's going on is Shotwell is determining the theme is dark instead of light (or vice-versa) and using inappropriate colors.
