Since this an enhancement vs. a bug (and a decent sized development
effort), we probably should put that on the backlog and get it slotted
along with other work.

Bug description:
Hi All,

Ajo just reminded me about this. This is something we have discussed,
but we need tool so that site admins can edit the People Directory.
This way, we won't have to come to you every time we need to add or edit
a Program or Department. Maybe it could be added on the Admin screen?
