BTW - Inkscape can save to PDF (via 'File > Save…'), though that doesn't support page background color either.
If you prefer to use the GTK print backend to save to PDF instead of Inkscape's own export routines, you can choose the 'Bitmap' backend on the 'Rendering' tab of the print dialog: this will rasterize the drawing content (same as when exporting to bitmap), and use the background color as defined in the document properties. The PDF file will not contain any vector information though.
