Opaque background colors not showing in PDF

Bug Description

Opaque background colors are not showing in PDF, they appear as white (or transparent I'm not sure which).

To recreate:
1) start a blank page,
2) set background to any opaque (255 or 100%) color,
3) draw or import any graphic
4) File > print to PDF

Your PDF will have a white (or transparent) background, NOT the opaque color you selected.

The page background color is only used when exporting to bitmap, but not with other file formats.

BTW - Inkscape can save to PDF (via 'File > Save…'), though that doesn't support page background color either.

If you prefer to use the GTK print backend to save to PDF instead of Inkscape's own export routines, you can choose the 'Bitmap' backend on the 'Rendering' tab of the print dialog: this will rasterize the drawing content (same as when exporting to bitmap), and use the background color as defined in the document properties. The PDF file will not contain any vector information though.
