That is correct, until a copy is added that could fill the hold. The idea with allowing the override would be to place currently-impossible-but-eventually-viable holds when a person has knowledge to suggest the hold will be useful in the future, and they want to get in line early.
Note: one can create the override permission and assign is as desired and it should "just work". IMO, it's debatable whether the correct solution here is to create the permission in stock data, or to document hold override functionality better to help an admin add just those override permissions that their site wants to be able to use.
