Window title in panel is not updated when the window is maximized on map

Bug Description
Prerequisite: Open Nautilus (File), maximize it and then Close it (this is needed to make sure it will open maximized next time is launched).
1) Open Nautilus (again) so that's is maximized on start,
the unity panel title should be 'Home'.
2) Open a different folder such as 'Pictures'
Expected:
3) Unity Panel title is 'Pictures' (or the name of the folder you're in)
Actual:
3) Unity panel title doesn't change, and it's not updated to match the
current window title.
Workaround: Unmaximize the window and maxize it again.
This issue causes this AP test to fail:
unity.

Not really affecting unity 7.2, but adding the 7.2 to include it when backporting the parent branch.
