Can't drag launcher icons above or below first/last ones

Bug Description
On the standard set of icons in the launcher, grab firefox (position 2) and drag it above nautilus (position 1) or below the last icon in the list (the one above the workspace switcher), you can't.
I should be able to drag a launcher icon anywhere between underneath the BFB and above the workspace switcher, but the first and last spots I can't drag to.

*Note*
You must be dragging the icon inside the launcher. If you drag the icon outside the launcher then you place it correctly.
