Since not having the right number of players can break poorly coded maps, I'd say it should be enforced for maps that specify it. Afterall, it will be getting specified for a reason. There will be plenty of maps that don't enforce it or modders can included a sandbox maps that is intended purely for players to mess with all the new stuff without the AI getting in their face.
However I'm quite sure a special case for 1 player use can be developed. Have it so that if a player tries to remove more than the MinPlayer, it auto removes all but the human player and if they player tries to add another player it auto adds up to the MinPlayer. All only in Skirmish of course.
