As far as this bug is concerned: if we're going to provide ABI version numbers, we should try to make them mean what they're supposed to mean. We're not willing to keep the ABI stable, and we don't want the bad PR of frequently ABI number changes. That sounds like WONTFIX to me.
Of course, Ubuntu and everyone else is free to add promises of their own, but it sounds like it supporting that effort would tie us down in ways we can't afford.
