I made a first shot on a .deb package. Just double-click to install and then reboot.

Upon installation it will guess your current locale, add it to the initramfs and also add the rootflags option to menu.lst if there's not one already. The guessed locale will be stored in /etc/initramfs-tools/conf.d/ntfs_locale which will be read every time the initramfs is updated.

Note that if you if uninstall this package, the /etc/initramfs-tools/conf.d/ntfs_locale will be left behind, and it will also not try to remove the rootflags option from menu.lst.
