My experience: special characters on /host partition don't work with wubi. "rootflags=locale=de_DE.utf8" in Grub on kernel line didn't help. It works, when I boot with Kubuntu Hardy Release CD and mount my partition with "mount -t ntfs-3g /dev/sda1 /media/disk" and without any locale settings.
I don't know much about initramfs. So I will wait, until something to test is available.
