Because it's simply a flame war and disagreement with the current design.

Reopening the bug has a 0% chance of getting anyone to work on it, and is
unnecessary should someone have a concrete proposal to present - new feature
work is done via discussion & patch review on the mailing list, not endless
bug threads.
