The only thing sticking out is the somewhat "non-mainstream" message content. No other (ZTE) device is using this.
I'd suggest trying with the mainstream ZTE command (basically an EJECT):
- Extract the "19d2:0166" file from /usr/share/usb_modeswitch/configPack.tar.gz
- Put it into /etc/usb_modeswitch.d and edit it
- Replace the existing MessageContent line with these:
