I don't think unity8-desktop-session is affected by this, only unity8-lxc. I suspect $HOME is not set up correctly in the container, so when unity8 checks to see if ~/.config/ubuntu-system-settings/wizard-has-run is there, it does not find it due to $HOME not being correct...or at least that is my theory at the moment.
I confirm I see this on unity8-lxc, but not in the unity8-desktop-session using the same user on the same machine.
