This is the testcase in lp:unity/manual-tests/Panel.txt
-------------snip------------------
Disabled Top-level Menus
------------------------
Setup:
#. Install the 'gnome-dictionary' package.
Actions:
#. Launch the 'gnome-dictionary' application.
#. Open the 'View' menu.
#. Move the mouse over the 'Go' menu.
Expected Result:
#. THe Go menu should NOT open.
-------------snip------------------
gnome-dictionary was apparently changed in quantal and there is no view nor go menu which makes this test-case bogus.
We need to rewrite it but I'm not too keen to look for application which disabled top-level menu (and fix this testcase for next release when the top-level window changes).
It would be best to create a simple test-app and automate this using autopilot.
