If Alt works for you, you don’t need to turn compact mode off, that should be good enough to get windows fully back in sight. Note that this is specific to Google Chrome, what it allows you is somehow bypassing the rules established by the window manager, which is not a good thing overall for consistency. But in any case, Alt+drag solves the issue.

We are aware of the problem, and a number of bug reports have been opened to track each of them separately (see https://bugs.launchpad.net/unity-2d/+bugs?field.searchtext=shortcut). If you find shortcuts that are not implemented and for which there is no bug report, please file one!
When all the bugs are fixed, the list of shortcuts for Unity 3D and 2D will be exactly the same, the goal is to achieve a consistent user experience across the two environments.

I am sure this is more a Google Chrome application issue than unity 2d now. BUT unity 2d needs to give us an emergency way out if an application doesn't play nice especially since Ubuntu Oneiric is contemplating on Unity 2d in the next release if I am not mistaken.
