In the commissioning machine, I did:

ubuntu@impervious-darrell:~⟫ ls -l /tmp/block-poweroff
-rw-r--r-- 1 root root 0 Apr 15 15:05 /tmp/block-poweroff

The correct file was there, but cloud-init seems to have just ignored it.
