To the left of that window there is another list of languages, where Tajik is included. Please see Steve's comment which I linked to in my previous comment on this bug report. I suspect it's related.

Being able to "Try Ubuntu" in your native language easily is quite a different topic. Currently that's possible only for the most used languages among Ubuntu users, i.e. the ISO includes language packs only for those languages. For the bulk of languages (including Tajik), and even if you select it at the welcome window and "Try Ubuntu", most of the menus and windows will be in English.

That's grub, and selecting "Ubuntu" there should take you to Ubiquity's welcome window (i.e. when it works):
