[Packaging] Allow overlay of config annotations

I'd like to use linux-gcp/bionic as a prove of concept for this change.

This bug is missing log files that will aid in diagnosing the problem. While running an Ubuntu kernel (not a mainline or third-party kernel) please enter the following command in a terminal window:

apport-collect 1752072

and then change the status of the bug to 'Confirmed'.

If, due to the nature of the issue you have encountered, you are unable to run this command, please add a comment stating that fact and change the bug status to 'Confirmed'.

For the master kernels, the change was only a single commit which added to add support on config-check for the include file format (UBUNTU: [Packaging] config-check: Add an include directive). Since that support will be mostly used by derivatives and backports, the only verification we can do for now with these kernels is checking that these changes don't introduce any regression on config-check.
