I am affected on Ubuntu 20.04 LTS, too:
$ uname -a Linux MACHINENAME 5.4.0-37-generic #41-Ubuntu SMP Wed Jun 3 18:57:02 UTC 2020 x86_64 x86_64 x86_64 GNU/Linux
$ lspci -nn | grep VGA 00:02.0 VGA compatible controller [0300]: Intel Corporation UHD Graphics 630 (Desktop) [8086:3e92]
$ lsb_release -d Description: Ubuntu 20.04 LTS
setting Antialiasing from "subpixel" to "standard" in gnome-tweaks suppressed the effects of the bug; but it is still a bug.
