Quick workaround for this problem:

sudo mkdir -p /usr/share/sane/xsane
sudo ln -t /usr/share/sane/xsane /usr/share/doc/xsane-common/*.pnm /usr/share/doc/xsane-common/*.rc /usr/share/doc/xsane-common/*.xpm

I do not know how many of those files are actually needed in /usr/share/sane/xsane but “it works for me”.
