Starting xsane produces the message:

ERROR: xsane-startimage not found. Looks like xsane is not installed correct.

It appears that the files in xsane-common are not copied into the location where xsane looks for the file xsane-startimage.png.
A similar problem was reported in late 2019 for debian.
