I was hoping the new xserver-xorg-core package would show up in the maverick repository more quickly, so I could test if that alone resolved my problem, but I got impatient. I ran aptitude purge xserver-xorg-video-dummy , then update-manager -d, and the upgrade was able to proceed. (No word yet on if the remainder of the upgrade works, but it appears that removing xserver-xorg-video-dummy (and earlier xserver-xorg-video-radeonhd ) resolved this particular bug for me.)
