I believe I can reproduce this on Xubuntu 22.10 kinetic. Basically my issue is that *sometimes* the screensaver will not lock the screen when the system is idle.
This is reproducible about 70% of the time. Sometimes it works.
I have a workaround:
1. Open screensaver settings (xfce4-screensaver-preferences)
2. Toggle 'Activate screensaver when computer is idle' and touch the option 'Regard the computer as idle after'. By 'toggle' I mean disable, then re-enable it. By 'touch' I mean, change to arbitrary value, then revert to desired value.
This should make the screensaver respect your settings, at least for the current session.
### Current configuration:
- Activate screensaver when computer is idle: ON
-- Regard the computer as idle after: 9 minutes
