I am having this issue in Ubuntu Desktop 16.04.

Steps to Reproduce:

1) Do a fresh install of Ubuntu Desktop 16.04.
2) # sudo apt install wireshark
3) answer yes to allow non-root users to do packet captures.
4) # wireshark
5) Observe the "Couldn't run /usr/bin/dumpcap in child process: Permission denied" message.
