Thank you for your comment...I have just resolved that problem following suggestions reported on this web page:
http://wiki.winehq.org/PreloaderPageZeroProblem. I modified "vm.mmap_min_addr = 65536" in "vm.mmap_min_addr = 0".
After reboot i haven't no more problems executing winecfg from terminal.
