Release notes should be translated

Bug Description

After clicking `Upgrade' button, `Release Notes' dialogue displayed.
Its title is translated to `リリースノート', but the content does not.

I think that its content should be translatable, or it includes link to translated release note wiki page at least.

Background: I hear many times that some Ubuntu Japanese Team members says "read release note before upgrade",
but many Japanese users do not read English messages well.
And current update-manager's behaviour does not have way to translated release notes.
Japanese release notes translated well, but some people cannot reach it.
That's sad thing.

Canonical/Ubuntu should just use something like Etherpad/Gobby for the syntax/text and send a link to the dozens of Ubuntu-Communities (i.e. in Germany with more than 120.000 users). We would be happy, if we could provide a liitle help.
