A workaround applicable for LTS:

apt install equivs

create ubuntu-advantage-tools-dummy.equivs file:

Version: 99:99
Maintainer: Your Name <email address hidden>
Architecture: all
Description: Dummy ubuntu-advantage-tools replacement.
 Workaround for lp:1945794
