BTW I've just found out that Windows 10 seems to implement both approaches to handling resize lag, depending on which app you look at (!?)
Legacy apps with the old look:
Border gaps at the bottom/right filled with white.
Newish apps:
Texture clamping is used so border gaps are filled with the edge pixel colour. You can sometimes see the edge pixels (only) get stretched.
