Bug Description
In multi-monitor setups, the application menu doesn't show up on non-primary displays if they have the focused window.
TEST CASE:
1. Open two windows, put one on the primary screen and one on the secondary.
2a. Focus the window on the primary screen and move the pointer to the top panel.
2b. Focus the window on the secondary screen and move the pointer to the top panel.
RESULTS:
For 2a, the menu shows up like expected.
For 2b, the menu doesn't show up. Window title and buttons are there, but no menu. Also, while still focused, move the pointer to the top panel on the primary screen and click where the menu would be → the menu pops up out of nowhere.
Using unity 4.12.0-0ubuntu2.
