Im running on Ubuntu 14.04 and noticed this while watching a video last time.
There is a really easy way to replicate this bug:
* Open a video in Totem
* Set Totem to "Always on Top"
* Make Totem full screen
* Lock the screen
* Notice that the lockscreen is hidden by totem.
If you don't lock it manually and just pause the video and let it lock automatically this will show the same behavior.
The same behavior occurs with any application that can enter full screen mode.
