Bug Description
Bluetooth keeps starting by default on boot, I turn it off, and it's not set to start in startup applications. Need a way for it to be always off by default, but still be able to turn it on when I need it.
I've been seeing this for many major Ubuntu versions for years. Finally submitting this.
