Bug Description
I want to turn bluetooth off by default, because it is a very rare use case that I need it.
I go and look at the bluetooth documentation to find out how to do this.
The bluetooth documentation does not contain instructions on how to turn bluetooth off by default.

I do understand how to click an on/off button, but not how to turn it off by default, I would expect instructions on how to do that. The docs itself hint that it is a smart thing to turn bluetooth off to conserve power.

I don't quite understand what you mean. If you turn bluetooth off, it will be off until you turn it on again, won't it? What's the difference between that and "by default"?
