A lucid or newer version of ubuntu-vm-builder is required to build lucid VMs. I think this is because each release is configured slightly differently. Since you can upgrade the package without upgrading the whole system, I think this is a "Won't Fix". (Though I remember the lucid package having some dependencies that were difficult to satisfy on karmic.)
