The upgrade from 18.04 to 20.04.1 will occur AFTER the release of 20.04.1, not at that time. This is done to ensure stability for existing LTS users.

This is not a bug, but the current state of affairs. Ubuntu have provided a blog if you don't want to wait and prefer to force it; ie. https://ubuntu.com/blog/how-to-upgrade-from-ubuntu-18-04-lts-to-20-04-lts-today
