Would like to build on what Chris said and explicitly point out that the biggest problem with this bug is not that the window doesn't fit the screen, it's that there's no way to recover from that. The Upgrade/Cancel buttons can no longer be brought back into view by undoing the action which threw them way down to begin with. So unless you know exactly how many times to press Tab, you can't know how to proceed.
