I've just reproduced yet again, with the broken drive removed. There are two good drives, and I've used 'Use entire disk' on sda.

It looks like this is a "duplicate" of #260001 (ubiquity crashed with InstallStepError in configure_bootloader() ).

However, unlike that bug, I'm using the 'Use entire disk' option.
