So what happens is that partman automatically discovers the ESP on the USB stick, and configures it as EFI system partition (you can see it says efi in the line). You have to go to the partition and tell it to not use it.
Not sure what the right fix is. Cheap hack would be to only include EFI system partitions that are big enough, which would have the side effect of fixing this 5MB partition issue.
