That crash shouldn't be in any way related to UEFI -- what crashed was the locale setup utility, which complained about '/etc/default/keyboard' being unavailable. This has all the hallmarks of a crash we had during the development cycle and that was fixed prior to the release.
I want to be extra safe, so we'll do some more tests with daily images of 16.10 -- but this certainly isn't crippling enough to the images to warrant "critical" importance: we know at least some installs complete successfully.
