I suspect that the problem is that:
usr/lib/deskbar-applet/deskbar-applet/modules-2.20-compatible
should really be just:
usr/lib/deskbar-applet//modules-2.20-compatible
and somewhere in the debian/rules, debian/libdeskbar-tracker.install files that gets mixed up
(or it might be a side effect of the python helper tools)
