Yes, I suppose you are right - it is actually less useful than "Reply". In fact,
I'm not even sure I see much point in keeping a 3rd option in a dropdown.
However, this also implies that Reply must ignore the Reply-To header when it's
set to the list address, which I guess you also said. Doing that does does seem
wrong in some ways, though...
I guess what I was essentially saying when I suggested assigning list behaviour
to the normal "Reply", was that we should not only add extra support for list
replies, but also make sure the "reply" functionality is exactly the same for
all mailing lists. Users shouldn't have to learn different ways of responding
for different lists - which they do today since some lists set Reply-To: and
some don't.

And the behaviour should also be consistent with the one for newsgroups, of course.
So I guess the options are:
1. Assign list reply functionality to the Reply button.

"Reply" and group reply.
You have now convinced me that 2) is the best of these - but only if all parts
of it are implemented. I'd still prefer 1) over a partial implementation of 2)
