I confirm this bug for thunderbird-locale-nl as well.
Ideally some type of system should be in place that will install whatever language the user was already using for it's system when adding a new program that has corresponding localization packages. I.e. when installing thunderbird, the thunderbird-locale-XX package belonging to the users language should be installed (or at least suggested to the user).
