This bug still exists in the latest version.

For what it's worth, this is a new bug as of a few weeks ago. Before that I never saw this happen, and I did not change my configuration (i.e. I did not suddenly uninstall epiphany to find it non-functional). I uninstalled epiphany in favor of pidgin over a month ago, and it worked fine then.
