Hmm. can you reopen this issue with a link to an upstream bug in the Sugar Labs bug trackers with importance set to medium?
It is actually a rather server usability issue.... every time a tech support person (or student) changes something in the control panel the reboot cycle increase the time required to make a change. When providing tech support for 10s and 100s of laptops this becomes a significant cost.
