Interesting, I've had this seemingly random garbled sound on 20.04 LTS since forever, and thought it'd be some sort of AMD HDMI output bug, and fixed by pulseaudio -k.

But I indeed noticed simply killing speech-dispatcher process fixes it as well, and now uninstalled speech-dispatcher.
