Some comments

* the log has 'update-DEBUG: security updates, auto-launching', so it seems update-notifier is starting update-manager because there are security updates pending

* the settings are about 'automatic refreshing the apt packaging indexes', not about when the UI opens when there are pending updates listed

* the issue might come from the interaction with unattendee-upgrade
